why would a ransom note that demands money for a kidnapping make these comments? what does "victory"? mean?

lets review Signature Analysis

Dr. Robert D. Keppel in Washington State was among the first to describe and discuss signature analysis. He was deeply involved in the Ted Bundy and Green River Killer investigations, had interviewed Bundy about serial killers, and wrote the definitive book, Signature Killers. As Keppel explains, "It lies within the very nature of the killer that his signature will be recreated in each and every murder he commits."

These murders involve progression and escalation. Either they become more intense, with bolder expression of the ritual, or they are done increasingly more often. The way the killer selects, approaches, kills and poses a victim reveals his "psychological calling card." Those who can read signatures have a higher success rate in stopping these criminals.

Even when the MO — the way a crime was committed —changes from one incident to the next the signature nevertheless links the crimes and reveals the killers' essential vulnerability. They're compelled to leave their imprints: Some always choose a victim with the same hairstyle; some always abuse the corpse after death; some always ejaculate next to the body. At least one liked to leave a coiled leather belt.

Whatever the compulsion, it will be—must be—repeated. In essence, signature reveals intent, and the intent is always the same, because it never gets fully satisfied.

With the Allan OCCK letter and the facts of the ransom note and Jonbenet crime in mind lets' review this

profilers try to collect the personality of the offender through questions about his or her behavior at four phases:
1. Antecedent: What fantasy or plan, or both, did the murderer have in place before the act? What triggered the murderer to act some days and not others?
2. Method and manner: What type of victim or victims did the murderer select? What was the method and manner of murder: shooting, stabbing, strangulation or something else?
3. Body disposal: Did the murder and body disposal take place all at one scene, or multiple scenes?
4. Post-offense behavior: Is the murderer trying to inject himself into the investigation by reacting to media reports or contacting investigators?

•  Investigative psychology, this approach focuses on the use of psychological theories of analysis to determine the characteristics of the offender by looking at the presented offending behavior and style of offense
•  The typological approach looks at the specific characteristics of the crime scene to then categorize the offender according to the various ‘typical’ characteristics
•  The clinical approach to offender profiling in which the understanding of psychiatry and clinical psychology is used to determine whether the offender is suffering from mental illness of various psychological abnormalities

Tell you something else he killed lots of little kids then with medals for it. Burned them to death bombed them with napalm it's real becautiful there doc. He wants the rich people like people in Birmingham to suffer like all of us suffered to get nothing back for what we did for out country. Hes not a monster like you think he really loves children especially that little girl for 3 weeks not doing it because he hates childrens but doing it because he hates everybody else out there and this be his way to get even and get back at everybody.

Allen described that Frank was traumatized by killing children in the Vietnam War where he and Allen served, and was taking revenge on more affluent citizens such as the residents of Birmingham. Allen wrote that Frank wanted rich people to suffer for sending forces to Vietnam, and received nothing in return.[7]

Amy Mihaljevic  and Jonbenet both lived in wealthy areas.

one the RN and the letter claim to be taking revenge against the rich "fat cats", by killing their children. The signature in OCCK's letter we also see in the RN, pointing out he runs a "bussiness" "not respecting his country" and "victory".

the "victory" is of course he managed to successfully murder Jonbenet, just as he murdered his previous victims.
as for Jonbenet's vaginal injuries and sexual assault

for the purpose of case linking, the issue is not why anal/vaginal penetration plays in his anti-war campaign, only that he manifests, he demonstrates, he states these sexual psychopathologies in his statements and behaviors.

I think several other issues could also be explored. OCCK states

it is often stated that the $118, 000 matches John Ramsey's bonus. How did the killer know his bonus? Simple, Patsy Ramsey wrote it! The theory offers a new explanation, the killer didn't know what the bonus was, it was sheer coincidence.

US involvement in Vietnam was a major campaign issue of 1960 between Nixon and Kennedy. Kennedy defeated Nixon in the popular vote by 118, 000 votes, at least as it was reported in the news at the time.

John F. Kennedy, a wealthy Democratic senator from Massachusetts, was elected president in 1960, defeating Vice President Richard Nixon. Though he clearly won the electoral vote, Kennedy's received only 118,000 more votes than Nixon in this close election.

the killer probably wrote that specific number down as an allusion to this election and to Vietnam war, and was probably floored that is also the size of John's bonus. This of course lead down to a false lead. Obviously the killer had no intention of collection on this ransom money. This RN is a cruel joke - they think their daughter is still alive but no, she's dead. They had hope but no, she's dead. The twisted humor is not only is she dead but she's actually still in the house.

The OCCK actually likes to taunt. In Mark Stebbin's funeral were cards, and several days after at the location where his body was located, the card was there. LE believes his killer placed them there. The 3 funerals were all staked out. Jill Robinson body was placed in vicinity of the Police department, as a taunt. Kristin body was placed in Bruce Lane. And Timothy King's parents pleaded with release with promise of giving him fried chicken. In his stomach was fried chicken. The RN was a taunt.

The RN most likely has quotes alluding to Dirty Harry, esp talking to a stray dog quote. Dirty Harry was released in 1971. Mark Stebbins' murder was February 15, 1976 to his last victim March 16, 1977. Fat cat was popular in 70s as well.

The Allan Letter references vietnam. The quote "it's up to you know" is likely from The Deer Hunter

The Deer Hunter is a 1978 American war drama film co-written and directed by Michael Cimino about a trio of Russian American steelworkers and their service in the Vietnam War.
OCCK abducts children and the movies Dirty Harry Speed and Ransom are all movies about abduction.

At present this concludes my theory, unless there is a dramatic new development. The other issue is other victims that could be the result of OCCK.
