there's probably only 1 person on the planet of 7.5 billion suggesting Melbourne Australia Mr. Cruel is the answer to the The Unsolved Murder of JonBenet Ramsey

my theory of course is that after Karmein Chan, Mr Cruel traveled to Boulder Colorado, as there are many Australian nationals to visit the USA, and murdered Jonbenet in Dec 1996, acting alone.

if my theory is correct, the handwriting should be the same

however, Mr Cruel used a spray can and painted on the letters, whereas the ransom note was handwritten with a marker.
